Shanghai, July 23.
While decisions vital to the future of Kwangsi are being dis- cussed at Kuling between General Chiang Kai-shek and General Huang Shu-chu, Governor of Kwangsi, the Chinese press features reports from Hong Kong to the effect that General Fel Ching- si has fled to Indo-China, while Generai L3 Tsung-Jen is remain- ing at Nanning, Kwangsi' provincial capital.
In the absence of confirmation, these reports should be ac- cepted with a great deal of reserve, but all indications point to General Pel Chung-hai's eclipse as the price for his part in the "anti-Japanese campaign.”
No authoritative pronouncement has yet been made concerning the Kuling discussion, but according to usual reliable Chinese reports from Nanking, an agreement has been reached whereby General Pet Chung-hsi will be permitted to xe- sign his post as Deputy Pacifica- tion Commission of Kwangai and be sent to America or Europe "to study military science."
On the other hand General Li Teung-jer, will retain his post as Pacification Commissioner of Kwangsi, and Chinese reports state that he
will shortly proceed to Nanking to participate in the na- tional defence conference to be convened there, leaving the mili- tary affairs of Kwangs in the hands of General Huang Shu-chu. Foreign observers, however, art dubious whether he will leave his native bailiwick.
