Despite a day of manoeuvring to induce the Emperor of Abys- sinia to remain silent at last night's meeting of the League of Nations, and in deflance of an Italian threat to "react strongly" if he spoke, the Negus made what may be his last personal ap- beal to the nations.

When the League Assembly met opposition to the Negus ad- dressing the meeting was expressed by representatives of Switzer- land and Hungary. Mr. de Valera declared there was no justi- Rcation for preventing him, and it was left to the Nerus and the President, M. Van Zeeland, Belgium.
The Negus, in his speech, strongly indicted Italy for her use of apolson ras in her conquest of Abyssinia. He described how this was sprayed in a continuous sheet across the countryside, killing women and children as well as his soldiers.
The war, he said, would not have developed it a "certain Govern- ment" had not felt it necessary to be friendly with Italy.
"No Precedent exists for the head of a State appearing before you as I do now," said the Emperor, "but o precedent exists for the disaster which has now befallen our people, in the violation of the laws for- idding national conquest and the terrible poisonous rain of gas,
