London, May 29- It is officially announced that the Duke of Montrose has resigned from the Conservative Party, of which he has been a member for 36 years, and has joined the Liberal Party.

In his letter of resignation to Lord Halifax, the Leader of the Conseravtive peers, the Duke of Montrose says he considers "that the Government at Westamister is so completely absorbed and over- burdened with foreign policy and questions of national defence that under the present system Scottish life is stultified; and I cannot see why the Scottish people. should put up with bureaucratic control 01 their affairs through a single Secretary of State, while other parts of the British Isles, such as Ulster, the Free State, the Isle of Man, and the Channel Islands all possess fully pledged and freely elected legislatures with respon- 'sible powers, and able to carry out the government of "their States as they think fit. I have endeavour- cd for a long time to interest the | Unionist Party in this question, but have met with nothing but determined hostility both from the party organization and the Unionist Press: On the other hand, I am satisfied that the Liberal Party intend to implement Es soon as possible the resolution passed at their Stirling conference in 1924, and reaffirmed many times since: in favour of self-government for Scotland in domestic affairs. There is no intention whatever in this resolution that Scotland should break. the Union, or separate from England. Indeed, it hoped that Scottish representa- tives may long continue to con- tribute their full share of direction in Imperial and foreign affairs at Westminster."

A romantic character, suggested presumably by Dr. Allan Dafoe, who brought the "quins" into the world, is that of a doctor to an isolated Canadian community, Bravely he fights both distant authority for a sorely needed hos- pital, and a diphtheria epidemic with scanty serum.

He is pursuede by the law-he could not afford the 20 dollars necessary for a licence to practise -and a younger doctor is appoint- ed in his place: but the miracle happens and he is summoned to the historic accouchement.
