BUDGET SCANDAL
EXPOSURE
PRESS PRAISE FOR TRIBUNAL
REPUTATION OF POLITICAL
LIFE VINDICATED
London, June 3.
The thoroughness and impartiality with which the tribunal on the Budget leakage has conducted its investigations and the pre- elsk with which its conclusions are, expressed in the repart is- sued last night are regarded by the newspapers as vindication of the reputation of the political life of Britain.
ness.
The "Times" says that a great public scandal has been re- moved from the region of rumour into that of authoritative pro- nouncement.. From a foul atmosphere of mutual distrust generat- ed for example by Laffaire Staylsky, we have been saved by the prompt action of Parliament and the dispassionate logic of Justice.
The Times" emphasises that the tribunal, while anding that there has been disclosure of information relaung to the Budget by Mr. J. H. Thomus to two at his friends se- parately, both of whom made ase of their information for personal gam, this disclosure is not stated to have been been deliberate ur to have been made ter Mr. Thomas's own enrichment.
Is adds that this untoward end of a great public career does not abliterate his, record of patriotam and courage and should not cause the nation to forget, the eminent services M, Thomas has rendered.
The "Morning Post" says a most satisfactory feature of the whole miserable affair is the refreshing Evidence it has afforded of the un- diminished jealously with which we continue to guard the integrity of our pubila te,

Public opinion will, when the first excitement is over, regard the dia- closure as indiscretion, and possi- bly unconscious indiscretion, re- serving most of its reprobation for those who made use of the in- formation thus obtained for their private gain.

The "Daily Mal" expresses satis- faction that the tribunal finds no shred of evidence to suggest that any other Cabinet Minister or any of the civil servants and officials concerned in preparation of the Budget was in any way at fault. It notes also that although the findings of the tribunal make dis- tressing reading, it is well to realise that there is no precedent in this country in modern times for such an affair as that of budget dis- closures.
