NEGUS AND INTERNATIONAL LAW

His Position

Lohdon, May 11. The Prime Minister replying to Commons question to the For- cign Secretary regarding the treat- ment in international law of the Emperor of Ethiopia 'recalled that the Emperor had informed Sir Sidney Barton before he eit Addis Ababa he had renounced direction of affairs. The personal position of Emperor thus raised the issues of considerable complexity which must be a subject of careful con- sideration.

To another question Mr. Baldwin replied, the arrangement to give the Emperor and his family pass- age from Jubufi in the Cruiser En- terprise was made In accordance with the desire he had expressed to Sir Sidney Barton to proceed to Palestine. After the voyage had begun the Emperor inquired if it would be possible to convey him direct to England instead of land- ing at Halfa but it was not found possible on practical grounds to make the alteration.

In another Commons question in answer on behalf of the Forelan Secretary, the Prime Minister said that the British legation in Addis Ababa was stin under a Bikh guard but primary responsibility for the maintenance' of order in the Abys sinian Capital now rested with the power which was in military de. cupation of that place
