PACIFIC POLICY

The failure to reach an agree- ment between Japan and the other naval powers foreshadows a state of nolreaty naval relations in the Pacific. It makes it increasingly imperative that the American peo- pie should decide more clearly

what aims their country desires to pursue in that part of the world. It is obvious that the naval and air armaments fully adequate to insure the defense of the United States and its outlying possessions such as Alaska and Hawalf would fall considerably short of the ston- dards necessary to support an ag- gressive policy in Asia. It is not too soon for Americans to begin to reflect whether they wish Ameri- can naval power to be cast into the balance la the event of a new "Sino-Japanese conflict or in de- fense of American trade interests in the Far East.
