Lord Halifax's Declaration

GERMANY AS AN EQUAL

Westminster, April 8. When foreign affairs were dis- cussed in the House of Lords to- day, the Leader of the House, Viscount Halifax. on the eve of his departure to join Mr. Eden at Geneva, made a downright and striking statement on the objec- tive of the coming negotiations.

He hoped that France and to be willing 'Belgium would recognise the rightful claims of Germany to equality if they were satisfied that Germany would re- Lugnise her duties to all Europe.

Europe needed proof that the German proposals were sincerely meant, and the fact that certain countries were not mentioned did not mean that they had no place In the vision of the Chancellor.

Lord Halifax reviewed the whole situation in a speech which im- pressed the House by its amplitude of thought and judgment,
