London, April 27. Remarkable developments In prison reform during the last quarter of the century are reviewed in the annual report of the Prison Commissioners. Some of the out- standing facts are that during this period committals for drunkeness fell from 54.452 in 1910 to 6,838 in 1934. Local prisons were reduced from 58 to 26 at the present time. Annual receptions in prisona fell

from 188,395 to 56,425 and the daily average population from 20,826 to 12,238. Various prisons were classi- fled for different types of prisoners.

Special attention was devoted to young prisoners and the number of receptions on conviction of lads

to imprisonment sentenced

ex- cluding borstal detention fell from 9,802 to 1.894 in 1934.

Many changes in treatment in- clude abolition of separate con- cement, introduction of lectures and concerts, issue of a weekly news sheet, establishment of adult education, improvement of prison disappearance of the libraries, broad arrow from prison clothing and introduction of physical train- ing.
