Recognising this failure, the Committee will return its man- date to the League Council

Senor Salvador de Madariaga. the chairman. presents his report to the Committee of Thirteen to- morrow and will address the Lea- gue Council at 10.30 a.m. Monday.

DIFFICULTIES IN WAY OF PEACE

Rome. Apr. 17. Three difficulties stand in the way of peace, and the first of them is the stopping of hostilities.

It is pointed out here that it would be virtually impossible to call a halt in such a war of move- ment until the wincing side had reached strategic positions.

Secondly, there is no Ethiopian authority with which the Italians could negotiate a peace, since the Emperor has disappeared, the Ita- llans maintain.

The new head office of the China Institute, which has cartled on its work for now over ten years, will be formally opened on Satur day, June 10 when it is hoped that HE Dr. Chen Tien Fang, the Chinese Ambassador will attend the ceremony.
