Paris, April 4. After Saturday's conference of all the leading officials of the ministries coacerned, the French answer to the note from Ger- many began to take definite shape, according to reports current in political circles, though the final form and text will be decided by the Cabinet Counel on Monday,

The French note, it is stated on good authority, will con- Sist of three separate parts, the first being a refutation of the juristic

The second part, it is said, points out that the German note,, disregards the suggestions made by the Locarno powers, particularly in regard to the fortification of the Rhineland Zone. The third part of the document is stated to consist of a French peace plan which is based on the League of Nations and the principle of collective security.

That the Committee of Thirteen has been convened for Wednesday next was the surprising announce- ment issued by the League on, Saturday. The reason for advancing the date of the session which originally was to have been held after Easter, is understood to be the French Gov- ernment's desire to bring about a meeting of the "Locarno powers in order to discuss the German peace plan, at the same time avoiding he convocation of a formal con- férence of the Locarno powers without Germany.
