The French Foreign Office declines to make any comments on Hitler's proposals since, as the press points out. a document of such importance requires careful examination which the officials at the Qual d'Orsay began to do on Wednesday night. Political circles here believe that the Government will not be able to de fine its attitude before Friday after M. Flandin has conferred on the subject with his colleagues in the Cabinet

Several papers, however, show less reserve than is being exer- cised in official quarters. The "Petit Journal" thinks that the proposals enumerated in the second part of the German memor- andum will probably make a considerable impression on certain circles in London and Brussels, "who will, according to the paper, e probably try to convince the French Government of the interest, presented by me of the proposals, for France.
