Will Not Discuss Any Counter - Proposals

Paris, March 24.

Mr. Eden's stalement that the Four Power Memorandum contains proposals and not an irrevocable resolution which must either be accepted in its entirely or rejected by Germany caused much unpleasant surprise in Paris.

The French Government, so the press declarea, stil holds the view expressed by M. Flandin' before the Chamber on March 20-namely that the Memorandum may not be altered and that all its parts must be definitely accepted by Germany-and therefore determined not to discuss any counter-proposals Germany.
