Authorities Baffled By Leakage

Surprise was caused in London last night when it became known that a secret Foreign Office document had been pub- ished in full in Rome

The document, which was produced in the Rome newspaper "G.ornale d'italia" is a report on Abyssinia by a Government committee presided over by Sir John Maffey, Permanent Under-" Secretary of State for the Colonies.

How this report, which was made to the Foreign Office on June 18 last year, came into the possession of the Fascist news- paper is a compéte mystery.

The "Giornale d'Italia starts its report by saying that in the spring of 1935 the British Govern ment. nominated an Inter-Minis- terial Commission to study. British interests in Abyssinia.

The report speaks of the Three- party Treaty of 1906. of the ex- change of Anglo-Italian notes of 1925 which referred to Lake Tsana and the treaty of irlentiship be- tween Italy and Abyssinia in 1928 and the treaty of 1930 regarding the

traffic in arms and to the Italo-French agreement of Jan. 7. 1935.
