British Endeavours For Compromise Solution

Paris, March 13.

The communique issued after the first meeting of the Locarno powers in London on Thursday evening is considered by the press herë as Indicating that although France, Britain, Italy and Bel- glum agreed that the reoccupation of the Rhineland by German troops constituted a violation of the Locarno Treaty and the Treaty of Versailles, a' joint formula for the procedure to be tol- lowed must yet be found. To find such a formula will therefore " be the task of further negotiations on Friday or the following days.

The main difficulty in Londen, as previously in Paris, so the papers frankly admit, is the attitude of the French Government which refuses to enter into negotiations with Germany before the. Rhineland Zone is again evacuated of troops. Reports from Lon- don state that the British Government is trying to reconcile the views of the two Governments, of Germany and France, and that the proposal to facilitate the forthcoming negotiations through a "symbolic" gesture by Germany is playing an important part in the British Government's endeavours to find a compromise sola- tlon satisfactory to both sides.

A message from the foreign political editor of "L'Oucvre," Ma- dame Tabois, who is covering the ronference of the Locarno power as special correspondent, declares that only a single member of the British Government, namely Mr. Neville Chamberlain, supported the French thesis-that is the demand for sanctions against Germany... during the sitting of the British Gabinet on Thursday.

The Committee of the Locarno powers · comprising the" dele- gates of Belgium, France, "Britain and Italy held a further meet- ing this morning for more study of the situation arising out of the reocupation of the demilitarized zone by Germany which was recognised at yesterday's Locarne powers meeting as con- stituting a clear violation of Articles 42 and 43 of the Treaty of Versailles and of the Treaty of Locarno.

Before attending this morning's meeting of the first dele- gates of the Locarno powers, the Foreign Secretary, Mr. Anthony Eden had a brief discussion with some of his ministerial cql- leagues at 10 Downing Street-British Wireless.
