ANGLO-GERMAN DIARY OF LOCAL

TREATY

New Naval Accord Mooted

London, Feb. 25. A new Anglo-German naval treaty is being mooted at the Lon- don Naval Conference as a means

circumventing the present dead- lock over the introduction of Euro- pean political issues into the navi protocol, a situation which may re-

sul: in a breakdown of the parley unless some solution is found.

In order to meet the French ab- jections to inviting Germany to sign the naval treaty, it is sug- gested that Great Britain and Ger- many negotiate a bl-lateral agree

along qualitative lines" to ment supplement the exlating treaty be- tween them, which is bulit on quantitative nee.

This matter is reported to have been discussed extensively between Mr. Robert L. Craigie, Counsellor of the Foreign Office, and the Ger- man Naval Attache in London to-

"Jolly good! You can swim like day. à fish," he said.

"Better. I reckon," said his friend. "I can swim on my back."

The mechanics lesson was in progress at the university, and the professor Was demonstrating a piece of apparatus.

"You will have noticed," he spouted, "that this machine 1 operated by a crank.". Then he wondered students laughed.

Such a solution, it is freely pre- dicted, would bring Britain, the United States and France-into line, and Italy can be mollified the Treaty will be signed. and suv- mitted to Japan later.

Up to the present, however, Italy has shown no signs of yielding. She is reluctant to sign "the treaty while sanctions are operative

why the against her.

ITALIAN REFUSAL

the

Paris, Feb. 25. Signor Benito Mussolini, Italian Prime Minister, has in- mated that Italy is unable to sign the naval treaty so long as Bri- tish naval reinforcements remain

the Medierraneon, according 10 reports received ima certain French circles.

It is stated that France is will- ing to sign the treaty, with the reservation that the agreement will only be implemented when the problems of air security are set- tled with Germany.-- d'euter.
