QUESTION OF BRIBERY The Chairman referred to the question of bribery-and- quoted- from the evidence of a previous think that any witness, who said that practically goods you export to these other all commerce carried on outside arountries are ilkely to be more few countries in North West and dangerous than, say, children's Central Europe was characterized Christmas crackers?-Is this by what would be called in this question that is really intelligent? country "grave irregularfiles." The Am T expened to give an Intelligent chairman wished to know' from Bir pnswer? Charles Craven's experience, not merely with reference to the sale of armaments, whether the con- ditions described by the "witness generally applied to all trading in large contracts in those particular countries.

Sir Charles Graven-It is a dif- Acult thing to answer. I should say that, roughly speaking. the farther you get away from here the looser the business morals are. (Laughter.)

The Chairman-I want to know, not as a matter of morality but as a matter of law. In these coun- tries have they no laws correspond- ing to ours against bribery or is it looked upon as a matter of course against which there is no legisla- tion?

Sir Charles Craven-I cannot tell you that, but I do know that when the American arma inquiry started

a lot of countries had investiga tions as to whether the charges that had been made against certain of their officials could be proved, and they all decided that they could not. I do know the law is very wide in this country.

Professor Gutteridge, a member of the Commission.-Have you very much doubt in your own mina that a good deal of it goes qu?—I do not think any goes on which would create alarm.

Professor Gutteridge But, the farther you get from this part of the world, the more you are likely to meet it?--I do not know of any thing that is done to create a de- mand for armaments.

The Chairman asked whether it was clear that if any of Vickers's agents did anything of the ad suggested, they paid it out of their own commission, and that nothing extra was paid by the arm in res- pect of commission.

Bir Charles Crayen gald that was 30. If the agents made any pay ment it way out pf their own com: mission. The figure of 3.4 per cent, was the average seijing expenses of

Sir Charles Craven.-Well, I once nearly lost an eye with a Christ- mas cracker, but never with a gun,

Sir Phillip Gibbs-I want to pus 1 to you that the continui cx- pansion of arms exported abroad must have very unpleasant effects in the world?--I do not consider that by exporting arms you are necessarily increasing the sumption of arms at all,

con-

The Chairman-The evidence so far is that if we stopped export- ing arms altogether it would not diminish the supply.

After further questions, Sir Philip Gibbs remarked-I am trying to develop the general argument that the export of arms is a trade in dangerous goods and not in ordi- nary commercial goods.

Mr. F. C.. Yapp, & director of Vickers-Armstrongs, Limited-Op viously they are not ordinary com- mercial goods...

PROMOTION OF SALES Sir Philip Gibbs said that General Str Herbert Lawrence, chairman of and Vickers- Vickers, Limited, Armstrongs, Limited, had told them that no encouragement was given to Vicker's agents abroad to force orders, but a sentence in the ordi- nary contract with an agent had the words "to do your utmost to promote the sale of our products,"

Mr. Yapp replied that that re terred to the ordinary standard form of agreement issued to all Vickers's agents, whether selling commercial goods.or arms. "It did mean that they were expected to promote orders in the company's direction when a Government had
