With The statist"" in the middle of November is presented the Ân-- Buni International Banking sur vey, the introductory article which is devoted to a consideration of the attitude of Central Banks to the Hecovery in Commodity Prices. It is pointed out that for eight months we have enjoyed er change stability virtually equal to that we should have enjoyed had an effective gold standard been in operation, and that under such conditions the level of international pruces bas staged its most pro nounced advance since the alump of 1999 began. While the recovery has admittedly been due in part to certain ephemeral influences, such

the War scare, there have never- theless been forces of a more fun- damental character. In particular, there has been a genuine expansion In the industrial consumption of raw materials in the United States and throughout the sterling area. In the United Kingdom industrial production rose by 10 per cent. in 1934 Over 1933 and during the cur rent year is running at a level of per cent. higher than 1934. In the United States the recovery has been even steeper. As between 1933 and 1934 the rise was one of some per ceat, enly, while this year there has been a rise of some 10 per cent. on the corresponding 1934 figures. This tendency towards expanding production affords the real ex- planation of the current recovery in commodity prices,

Neverthe less, the authorities' hold oa the situation remains firm and andis- puted, as was demonstrated con- vincingly last month when the in- creased tension in the international political feld appeared to urge the desirability of a temporary tighten- ing of the credit rein. By dint of certain immobilisation of resources in Government accounts at the Bank of England, the clearing banks were quickly made aware of a diminution in the basis of bank cash on which they were working. In the United States, where the banking system has already felt the reactions of the revaluation of the
