With regard to the efficacy-of- sanctions, Mr. Baldwin said that probably with a world League of Nations, all acting at once, they would be completely effective. But they had not got that to-day. Therefore if the League at any time- in imposing sanctions get to any point where the aggressor nation would feel he would rather ight the League than endure them, the League has to be sure all those who have the power to help render that help immediately.
SECURITY TO BE MAINTAINED
Mr. Baldwin said that "in the nitimate unalysis the League it- self was an immensely superior force, but it was little good unless it could be employed immediately. If it could not, there was the awful danger of the slow dragging-in of one country after another, and a war whose end nobody could fore- tell
