ITALIAN MERCHANT MARINE ASKED TO CO-OPERATE WITH
Strong Resistance To Sanctions
NAVAL MEASURES IN
CASE OF WAR
Use Of Merchant Ships As Minelayers
Rome, October 31.
There is every indication here that the Italian population is prepared to face sanctions imposed by the League in a spirit of stubborn resignation. On all sides can be seen evidences of the people's efforts to conform with the new restriction decrets.
An official Har of foodstuffs has been published showing a re- duction in the present level on prices for meat, fish, four and other staple necessities. On the other hand the prices for coffee, milk and other commodities wh may be regarded as luxuries
have been increased.
`A special Royal decree was issued to-day ordering the Italian Merchant Marine to co-operate with the Italian Navy in the event of" war. Italian merchant ships will be used as minesweep-" ers, minelayers, troopships and armed auxiliary vessels should the necessity arise.
Meanwhile troops continue to depart to East Africa and a further 3,000 embarked to-day from Naples "amidst the usual "- scenes of enthusiasm-Reuter,

"Mr. Anthony Eden British Minister for League of Nations Affairs, arrived here and immedi- ately participated in the meeting of the Committee of Eighteen whose task it is to consider the next sanctions step which they are presenting to the Co-ordinat-! ing.Committee in the afternoon.
The report is expected to re- commend the application of sanctions three and four, namely ban on exports from Italy' and imports of key products to Italy. The general feeling in Geneva is that there can be no question of delay in enforcing sanctions so long as hostilities continue.
Very great importance is at- Lached to the presence of Sir Samuel Hoare, M. Laval and Barun Aloisi to-morrow. It is felt this indicates that a settlement may be nearer than generally
imagined and it is hoped that the personal meetings between them win lend thereto. however, are less emphasise that
