Addis Ababa, October 28. The Crown Council presided over by the Emperor and attended by a number of foreign advisers, after a prolonged deliberation Instructed Ras Seyoum to offer the strongest possible resistance to the Italian columns which are advancing on the town of Makalle, which is the capital of the province of Tigre, and on the other hand to defend "the two to the bitter end.
Government circles here affirin' that the Abyssinian forces north of Makalle are sufficient to stop the Italian advance, and that the town itself is strongly defended, while adequate pre- parations have been made to prevent the encompassing of the Abyssinian positions.
Opinion prevalis here that Makaßle will depend on whether Ras Kassa, whose army is still behind the Takkaze river, will succeed in joining forces in time with Ras Seyoum,--Transocean Kuo Min.

Papers here meanwhile call attention to the gaps existing in the impositions of sanctions against Italy.” “Le Journal" points › out that the door remains wide open for the suportation of oils and cotion, and while thirty states so far have declared them- selves willing to prohibit the exportation of arms to Italy, only nine have adopted financial sanctions, and not more than three, including Francs, have consented to place an embargo on certain raw materials serving war purposes.
A newspaper journal emphasizes that the most important of raw materials is not included in the list of goods which the United States have refused to supply to the belligerent parties.
