Washington, Oct. 6. Fresident Roosevelt has issued a second proclamation, following last night's declaration that' a state of war is recognised in Ethio- pia, and wams Americans that they will use the vessels of be. lligerent nations at their own risk. Last night's general proclama- is expected to have far- reaching consequences.

It is not likely that the embargo against the belligerents which st presupposes will be extended to cover raw materials, even if they are used in the manufacture of war munitions. but with respect to Italy it will have possibly em- barrassing Implications.

HOPES

(Special to the "Hong Kong Dally Press" (Copyright).]

Paris, Oct. 6. The capture of Adowa by the Italian troops awakened new hopes that negotiations for the settle- ment of the Abyssinian conflict might be begun because after this concrete victory, Signor Mussolini might be in a position to justify before Italian public opinion con- cessions made to facilitate settle- ment, which he could not consent to beforehand.

Political circles here however fear that England might not be prepared yet to enter into a Three Power negotiation. M. Laval's reputation, as an intermediator will be put to a crucial test.

It is rumoured here that M. Laval spent Sunday at Clermont and spoke to Signor Mussolini on tong distance telephone endea- vouring to and a basis of agree- ment before the League of Nations Assembly meets on Wednesday. Though this rumour is still un- confirmed it is interesting because
