A PRELIMINARY BUDGET SPEECH.

By the Councillor for "the Silent Masses"

¿

THE "ESSAY COMPETITION”

We have received the following letter from a well-known resident la Peak resident, by the way) and would welcome the views, in assent or dissent, of other sections of the community.

B-As this is the season of the year when our

Unofficial Legis-

lative Councillors are writing their eunual essays on Local Govern ment. and Official Legislative Councillors (to whom these are courteously submitted in advance) are composing their essays in reply --all for final appraisal in your leading columns later, on--may one who has had the effrontery to appoint himself an unofficial Un- official Legislative Councillor" be permitted to submit a contribution towards the competition? It would run as follows:-

:

THE SPEECH

The

SALARY CUTS Goverment encountered strong opposition in 1930 when it recklessly insisted upqn increasing the salaries of public officials and a little later added $2,000,000 a year to the taxes to pay for it. In the announcement that these salaries may have to be cut in the present year I see signs of repentance for the previous policy. But it will be 14 little hard if the working Government offelal, only, is to have his salary reduced. The cut should also be extended to the pen- sioners on whom we expend nearly $2,000,000 a year.

on

In the interests of the lowly paid, Your Temporary Excellency it is specially urged that the salary (though none the less respected on cuts *Kif ultimately necessary) that account)-Councillors Brown should be made a graduated and Jones having spoken on behalf scale, according to the amount of of their limited constituencies, Ithe salary. Incidentally, one would Councillor Robison, beg leave to like to see Hong Kong pioneer a say a few words on behalf of "the reform in the pension system of silent massen.**

the whole Empire, on the basis that the recipient of a large salary re- celves one-afth as pension and the recipient of the smallest salary four-fifths, and pre rata between these limits.

In the first place, and with all due respect as speakers say before "dropping a brick"), it strikes the newcomer to this Honourable House as "a bit of a farce" to pass a Budget for $23,840,418 in a single afternoon. I would suggest that ta future six afternoons twice a week be, devoted to this purpose, preferably after five p.m., in ac- cordance with home-side munterp- al practice, in order that members of the public may have an oppor- tunity to attend.

"i

WHAT MIGHT BE

Then the Director of Education could be allotted a couple of hours to explain his educational policy. and we could discuss it; 'the Direc- tor of Medical and Sanitary Bor- rices, an another afternoon, could tell us what is being done to re- duce the appalling death rate from tuberculosis and we could consider whether it would be practicable, now that pressure on housing ac- commoastion is less, to make a be- ginning with the urgent task of re- pairing the mistares of our pre- decessors who permitted that ex- cessive density in the housing of the people, whereby in some dis- tricts there are 1,200 to the acre. The Colonial Treasurer could ex- plain the principles on which taxation is levied and the measures taken to ensure that the burden is adjusted according to the capacity of those who pay. And so on. through all the more important Departments.

As things are, the Councillor nus some difficulty in offering intel- gent and useful criticism. True, there are the Administratiye. Re- ports but these are not generally accessible: they are not even on ale in the Hong Kong Club. This should be remedied.

The Glovertiment, experiencing a diminishing revenue. ja paring down expenditure in all directions. but my constituents" have a shrewd idea that in the next few years it may be necessary to survey the whole field of administration and reduce the scale throughout with a view to running the Colony for about 25 per cent. less.

INFLUENCE OF WIVES

I was pleased to hear the other day in that peripatetic Legislative Revising Chamber, the Peak Tram, that an important publle personage recently told the wife of an im- portant official that this Colony is run on far too lavish a scale. Suen admirable counsel should not be whispered only in the ears of wives, great as has been the in- fluence of wives of the great on the course of history, so I am glad to take the opportunity to give

There is need. I think. to guard dgainst the danger of growth in the publle mind of a suspicion that, in their anxiety to be model employers: Governments hive rather overdone it. until the Impression has arisen that official- dom has entrenched itself too securely against the taxpayer and cushioned the official's le too completely against the common ills of life
