London, Sept. 10. The enterprising Japanese have made what they hope is a great 2881 improvement in the telephone ser- vice. They have arranged that the Post Office will not only get your number for you, but will tell the called-up party, the callee or I telephonee, what he is going to be tolked to about. Then he can plunge right in and the detalls of the deal will have been reached before the operator has to say that three minutes have passed.
