A satisfactory test in telephone communication between Shanghal and London was con- ducted at 12 o'clock on Saturday night. The speaker at the other end was heard distinctly here, ac- cording to a Chinese official who talked with London.
A similar test between Shanghaf and Tokyo will be conducted be- tween 10 and 12 o'clock this morn- ing. Meanwhile arrangements for a regular radio-telephone service' between the two cities are being discussed between Dr. Wen Yu- Ching, director of the Internation- al Telegraph Bureau of the Chinese Government, and an official Japan- ese representative. Dr. Wen told the press yesterday that the ser- vice between China and Japan would not be opened for another month or two.
Preparations are also under way for the establishment of a radio telephone communication between
China and the United States. Mr. Tan Wei-Hsueh, of the China Elec- trical Company, who is leaving for the United States to-day, has been asked by the Ministry of Communi- cations to discuss details with American interests in New York, although he will not undertake to sign any agreement on behalf of the Chinese Government: China United Press (by mail).

London, Sept 3. A point of interpretation arises out of a passage in the "Dally Mall's" Interview with Mussolini. It has long been hotly debated both in and outside France whe- ther (and how far) M. Laval, when ho made the January agreement between France and Italy, gave Mussolini a "tree hand" "in Abys- sinia. M Laval has denied that he gave a "free hand." But now, after what Mussolini' said in the interview, M. Blum, the Socialist leader, writes that he must ask M. Laval again "Did Mussolini Ke, or did he speak the truth?” Let us look at the words. Mussolini was asked whether he had settled Italy's disputes with France "in exchange for a pledge".....to leave your hands free in "East Africa." His reply in writing was:

Hsuchow, Sept. 15. A feeling of extreme anxiety again prevails among the local po- pulace to-day upon receipt of an urgent telegram from Tsining in west Shantung that the Hwangho flood waters there have registered a rise of 1.40 megrès during the past three days and are now se- rously threatening the big flood prevention dyke at Chukou.
Hotseh, Chuyeh and Chlahsing in west Bhantung, says the tele- gram, were again visited by floods following a short period of quiet.
In view of the situation, Mr. Shao Han-yuan. Special Adminis- trator for Hsuchow, is learned w have wired to the magistrates of Pl. Feng, Pel and other districts in north Kiangsu, instructing them to immediately close the dyke breaches along the rivers or around the Welshan Lake there, as mea sures to prevent the further ag- gravation of the flood situation in north Kiangsu.
THE BANDIT MENACE Added to an acute plight in north Kiangsu, a number of bandit remnants, who have been driven out of Weishan Lake, are reported to have, recreated no little distur- tances in Tungsten and Hulhsien. The bandit menace becomes more serious, it is stated in view of the fact that all available police forces in north Klangsu have been des- patched to do dykes strengthening work,
Fenghsien is now reported to be facing an inundation as a result of an inrush of flood waters from Welshan Lake following an oc- curence of the major gap along the west dyke of the lake.
The latest information shows that approximately 300,000 people in Pihsten, at the juncţich of Pulao River and the middle stream of Grand Canal, have been rendered homeless. The whole district is now practically submerged,
