ENDEAVOUR TO EFFECT INDICTMENT BY FRANCE'S POSITION AT

A SETTLEMENT

Renewed Attention By League Committee

MUSSOLINI ISSUES COMMUNIQUE

London, September 14.

Continued hope of conciliation in the Italo-Abyssinian diş- pute which was expressed by M. Laval, in the League As- sembly yesterday, has directed renewed attention to the work of the Committee of Fire appointed by the Counel of League" to endeavour to effect a settlement. Its sub-committee

Council. before Monday., The, reply of the Abyssinians, to the Italian "memo- randum bad not been received by this morning and this docu- ment will demand careful study."

The proposa's apon which the sub-committee is meanwhile at work are based on the principles of suggestions made during the Paris negotiations with the Introduction of certain new elements, but there is no question of any concession that would involve Abyssinia's sovereign rights and political independence. Broadly stated, the alm of the Paris proposals was ta give to Abyssinia that collective assistance for which she asks to faci tate her social and economic development. The newspapers state that this would be coupled with certain territorial conces- stons to Italy and provision for securing Abyssinian access to the sea.

The proposals provided for collective guarantees of stability for any arrangements entered into and it was contemplated that the whole plan would be exercised in the name of the League. The original proposals will probably be found to depart from those under consideration at Paris In several respects,

but in particular the possibility of carrying out the scheme by expansion of the Three-Power treaty of 1906 into a Four-Pop- er treaty with Abyssinia as signatory appears to have been dropped in favour of what would be essentially a League slfa- tion.

The Italian documents have been carelessly drawn

and many witness cited were never consulted, "declares the Abyssinian reply to the Italian "Indictment | graphic Mensager published last evening.

The reply was prepared by the French ethnographer, M. Griaule, who says that the error of date in the Italian memorandum of near- ly a thousand years is sufficient to discourage: serious examination of the indictment,

It is pointed out in the reply that there is no case in the 'bis- tory of the Italo-Ethiopian dispute where "Abyssinia declined to sub- mit the question to arbitration when requested to do so by Italy The reply accuses Italy of es- tablishing consular posts in the ports of Abyssinia which can only have strategical interest and of stirring up trouble among the army and tribesmen,

If the conditions in Ethiopia are really as suggested in the Italian indictment, why has no other foreign legation protested against her? The Italian indict- ment does not justify the inter vention of a foreign power in Abyssinia, and M. Griaule pro- poses an impartial inquiry by a committee of experts.us Reuter, 1
