Fears That Britain Will Be

Drawn Into War

LEAGUE TO MAKE PROPOSALS

TO ITALY

London, September 3.

The League meeting on the Italo-Abyssinian crisis is claim- ing, the attention of all classes to the extent that there is rare respect for foreign polities.

It is expected that the League will postpone the decision on sanctions until after an act of aggression has been com- miited. There is no rapid development in the situation at pre- sent.

"

Widespread anxiety is expressed in conversations on trains and buses fest Great Britain somehow will be drawn into war. This is intensified by reports of the strengthening of defences in Malta.

All the papers publish voluminous letters with widely con- ficting views. Sir Charles Hobhouse in a letter to the “Times" says that if the League is unable to apply passive coercion to a deliberate transgressor, no country, will have any bellef or secur- ity in it and it will cease to function.

Fi

Lord Hardinge representing the other side replies that the Covenant's original object was to prevent, not provoko, waz. Sanctions will mean war and possibly create a general con- flagration to the end of Western civilisation.

The "Daily Herald" gives pro- minence to the view that the true cause of the trouble is that Eng- land and France - monopolise all the choicest lands of the globe and a redistribution is imperative. The mandates system under the League provides the Ideal solu- tion.

An offer on the part of Britain now to accept the mandatory principle throughout the Colonial Empire would go some way to meet the Italian grievance and rally the forces of international decency throughout the world.— Reuter.

The questiON of procedure in connection with to-morrow's meeting of the League Council has been discussed by Mr. Eden and M.
