Shanghai, Aug. 20. · The cementing of closer wade relations between Chinese factoriea at home and overseas Chinese mer- chana in the Dutch East Indies and. the Straits Bitlements, the expansion of the market-there for Camese-made goods, and the en-.. couragement of largescale invest- meats in domestic industries in China by overseas Chinese resident in the South Seas territory form the central theme of a communi- cation recently sent by Mr. Chen- Kung-Fo. Minister of Industries, to the various Chinese chambers of Commerce in the South Seas

THE PROBLEMS

As to government protection and assistance, Mr. Chen expressed the opinton that in order to make it primarily and entirely a private commercial organization, the Cor- poration should receive no govern- ment capital, but in the event that a huge capital is required for the establishment of large-scale in- dustries in China, the Ministry of Industries will furnish" the neces- sary recommendation and moral guaranty to the Corporation in the matter of negotiating loans from foreign banks.
