The Times in a leading article says that the Government and nation must face the questions as to what sanctions they will be prepared to carry out if the League Conneil on September 4, or at a later date, decides that an act of aggression has been committed by Italy. After referring to the British lead in the Saar Plebis. cite measures, the leader continues that in the present case graver issues are at stake and far greater risks have to be faced.

There are also some valid arguments for a policy of abstention, but the con science of this country is touched and it is up to the League now, to show that it is not afraid of Signor Mussolini and that it will do so if Britain takes the lead and makes definite proposals at the Geneva Meeting. The nature of any sanctions to be taken is not a matter for immediate decision, but the sooner it is considered by all countries the more likely the sanctions are to be effective if the grave necessity for their application arises.-Reuter.
