GENEVA DESIRES EARLY LEAGUE ASSEMBLY

Foreign Office Talks

London, August 21.

The possibility of sanctions against Italy dominates League circles who are hoping tsat the British Cabinet on Thursday would, favour the convention of the emergency meeting of the League Council next week Instead of on September 4, as originally 'pro- posed. It is argued that in view of the possibility of the de-. claration of war any day, the week saved by the adoption of this procedure would be of tremendous value.

The measures which might be taken by the League, accord- Ing to previous decisions of the League Assembly in 1921 and 1927, include a blockade and a naval demonstration against the " State held to blame for the threat to peace.

believed

The risk of applying any kind of pressure to a country in the present mood of Italy is freely recognised, but it is that the

most effective measure which "could be used to prevent an Itailan conquest"of Abyssinia would be the closing " of the Suez Canal or the denial of its approaches to Italian ships.

LI

naval

Before this can be done, how ever, the Lergue Conncu would have to pass a vote granting exe- cutive mandate to the Powers possessing the necessary forces, namely Britain and France. In the naval sphere alone the task of enforcing such measure should not be beyond the

power

of Great Britain but there is, of course, no question of the British Government undertaking any so- lated action.

HOLIDAYS SPOILED

League officials are hurriedly returning to Geneva from their holidays, realising that the next fortnight would be the most de cisive for the existence of the League and for the issue of war in East Africa and elsewhere.

In Faris the Press regards the prospects for a peaceful "settle- ment as, almost hopeless and 'em- phasises the necessity of main- taining the "Stresa Front' in the face of German danger.-: Reuter."
