A Difficult Situation

Difficulties are still encountered with the formation of a Cabinet in France-a thankless task with the opposltion of cor- tain parties which led is the collapse of the Boulsson Cabinet after four days in office.

M. Laval, who had accepted the task of forming a new KOV- ernment, has "abandoned it as he failed to find sufficient support. M. Herriot next declined the President's offer and in the mean – while M. Pietri "is making an effort although the prospects are not bright.

The Radicals only agreed to this alteration of plans by a very small majority which M. Laval did not consider sumclent to enable him to take office with any hope of success. The political crisis is at present dominated by the Leftist parties who have made M. Laval's task impossible and discouraged him so- that he has given up the attempt to form a Government.

Meanwhile, the Socialists have submitted a remarkable manifesto to the Hadicals which is suggested as a hasis of policy on which a Leftist Government could be form- ed.

The manifesto condemns tne granting of plenary powers to the Government to deal with any financial crisis, or anything else. but demands the nationalisation of key industries and. in certain cir- cumstances, the Bank of France.

CRISIS TO CONTINUE The manifesto further calls for the dissolution of semi-military leagues and preparations for the dissolution of the Chamber, to be followed by a general election on the basis of proportional repre- sentation.

Well-informed quarters, however, believe the Radicals and Socialists will agree to differ and allow the crisis to continue without a visible

Thus M, Laval could no more have reckoned with a stable and trustworthy majority than M. Flan- din or M. Boisson, and he saw no alternative but to abandon the task of forming a Government. Political circles are again completely at a loss in view of the third

It is the opinion of some obser vers that President Roosevelt has decided to abandon more of the NRA, than was rendered absolute- necessary by the Supreme Court's decision.
