Below we give another chapter from the report of the Com- mission, appointed by His Excellency the Governor, Sir William Feel, K.O.M.G., K.B.K to enquire "into the causes and effects of the present trade depression in Hong Kong and make recom- mendations for the amelioration of the existing position and for the improvement of the trade of the Colony.”
