Below we give another chapter from the report of the Çom- mission, appointed by Us Excellency the Governor, Sir William Feel. K.Q.M.G., K.B.E, to enquire "into the causes and effects of the present trade depression in Hong Kong and make recom- mendations for the amelioration of the existing position and for the improvement of the trade of the Colony."

As a consequence, Chinese Currency became subject to a measure of "control" and depre- clated in terms of World currencies, resulting in an immediate rise in the Hong Kong and Shanghal inter-port cross rate of some 12 per
