Lord Lothian, in a letter to the "Times," says it is quite clear that Japan is already set on the work to nullify the political basis of the Washington Treatles affecting China. "I do not thing it is open to doubt that Japan hopes to face the world with a falt accompli in China analagous to what she no- complished in Manchukuo before the Washington Treaties expire.
