Governor Murphy Gives His Opinions
Shanghai, January 28. "I have no doubt that every- thing is progressing smoothly to- wards the establishment of 4 Philippine Commonwealth." de- clared Mr. Frank Murphy, Gov- ernor of the Philippine Islands when interviewed on his arrival here to-day aboard the President Hoover.
Governor Murphy is on his way to Washington to report upon the economic and political situation in the Islands.
He pad a tribute to Mr. Quezon. President of the Philippines Senate, "as a very able man," and added: "And he's not the only able" man there."
Questioned' with respect to the problem presented by the peace- iul penetration of Chinese in the Philippines. Mr. Murphy sald: "You will have to ask the Filipinos what they are going to do about that."
He affirmed that the economic condition of the Philippines was very satisfactory, except in one or two provinces while improvement in public health and education in hygiene was going ahead "full blast."
He will be the dinner guest of prominent Chinese this evening. Reuter.

Mr. Murphy refused to discuss the possibility of an alliance be- tween the Philippines and Japan beyond saying that those Filipinos who favoured an agreement with Japan were volding opinions in an open manner without malice or intrigue.
