In a telegram to General Chiang Kai-shek, 'President of the Military Affairs Commission, the General- Staff Corps blames General Hon for allowing the "Reds" under Chu Te and Mao Tse-tung to cross the Wa Klang (River), and holds him responsible for the loss of several important clties in northern Kwelchow.
Ho is also charged with leaving. his garrison post without orders and causing delay in the military operations.
It may be pointed out in this connection that the units under General Hou Chih-tan were originally assigned to defend the northern bank of the Wu Klang (River). Failing to prevent the Reds from crossing the River, General Ho abandoned such im- portant and strategic cities Meltan, Tsunyi and Tungtau in northern Kweichow to their fate without fighting, and withdrew his men northwards to Sungkan to establish contact with the Sze- chuan troops along the Szechuan- Kwelchow border. "By, doing so, he has disrupted the plans of the Government troops to liquidate the "Reds" south of the Wu River Kuo Min.
