Shansi gentry and merchants are jointly planning to build a light railway to link up aTsing- cheng (Tsechow), south-eastern Shansi, with Chinghua station on the Taokow-Chinghua Railway in, northern Henan, so as to de- velop the market for native pro- ducts in that part of the province.

A petition has been sent to the Ministry of Radways seeking permission for the construction of the line. The entire route will cover a distance of 84 kilometers and a sum of $2 millions will be needed.-

Growing Need For Financial Aid

The report of the Engineer-in- Chief of the River Conservancy Commission for Kuangtung pro- vince for the period from Octo ber 1, 1931 to September 30, 1839, has just been issued. The analy sis of the hydrographic work does not cover the complete period. stopping short at September 30, 1932, where in other branches of the activities of the Commission the work of the full two years is tabulated and, where necessary.. described.

An important part of the Com- mission's work has been the re- pairing of washed out dykes and advising and planning for far- of "mers to enable them to repair their own dykes. "Applications for Anancial assistance to repair dykes continue to low in to the Commission and as far as the funds have permitted, help has been rendered, partly in the form of grants, partly as loans to the dyke committees with the obliga- tion on their part to repay the loans within a stipulated time, generally `extending over two or three years, the report states, As a result of this assistance there appears to be a growing need for some financial institution strong enough to provide the dyte.com- mittees with long term loans.

English Yard's First Launch In Four Years

Days when prosperity reigned. In Wearside salpbuilding were recalled at the launch of the motorship Sutherland from the Pallion Yard, Sunderland, of Messrs William Doxford and Sons. This was the firm's first launch. since 1930, and it was pointed out that 30 years ago the Fallion Yard launched ships at the rate : of one each fortnight. In one year alone the firm launched 91,000 tons gross of shipping.

Such a plant has been long planned but was not definitely fixed until the establishment of the Ministry of Industry when the Central Political Council decided to allot part of the proceeds of the Yellow River Conservancy Loan and the Loan for the promotion of Electrical enter Prises from the British Boxer In- demnity Refund towards the con struction of the plant. The "cost" is estimated at $3,100,000, of which $2,500,000 (£123,008) will be se- cured from the British Boxer In- demnity for the purchase of ma- chinery and equipment.

It is understood that the plant will be devoted to the manufac ture of machine tools, engines and accessories to meet public demand: and will not compete with exist ing private owned enterprises --- Kuo Min.
