Co-operation Of All Empire Governments Essential
The Rt. Hon. Sir Philip Sassoon M.P., Under Secretary of State for Air made the following statement in the Fouse of Cum- mous on December 24:-

The proposals are of 2 far- reaching character and represent the results of many months' work by the Air Ministry and the Post Office, in consultation with Im- perial. Airways. They were ap- proved by His Majesty's Govern- ment in the United Kingdom in
the late summer, and full details ere subsequently communicated to the other Empire Clovernments concerned. It will be appreciated that, until the views of all the Governments concerned have been received. the scheme must be re- garded as a basis for discussion only since their agreement and co- peration are essential. Let me repeat, this scheme depends for its realisation "pon the willing co- operation and support of all the Governments concerned, so that the whole matter rests at present on a purely provisional basis and my statement this afternoon must not be taken as prejudging the issue.
Three Main Features
The scheme contains three main features. In the drst place there is to be a very material improve ment on present time schedules between the several parts of the Empire concerned; secondly, there is to be a substantial increase in the frequency of services; and thirdly, all first-class mati to the Empire countries covered by the projected services is in future to be carried by air.
As regards schedules, the scheme as suggested to the other Govern ments concerned envisages a schedule of just over 2 days to India, 24 days to East Africa, 4 days to the Cape, 4 days to Singapore, and 7 days to
