The Minister of Transport. } poses to issue, "n the near future. Regulations designed to reduce the dazzle nuisance. It has al- ways been said that the problem of bead-lamp Cazzle is very diffi- cult to solve, assuming that one essential factor is the provision: of adequate light for driving at a reasonable speed. That there are dificulties cannot be gainsaid, but that they are anything"like"} insoluble is not the case.

What is essential is that "all cars should be equipped with some effective anti-dazzle device and that its use should be com- pulsory." The amount of driving light available with the device in use would; naturally, vary accord- ing to the type of mechanism and the wattage of the bulbs. It would be to a driver's advantage to have the best system available, but, in any case, he would have to re- gulate his speed at night accord- ing to the light at his disposal. As to regulating the wattage or candlepower of head-lamp bulbs. this is unnecessary, provided their light is not thrown towards the eyes of approaching drivers. Perhaps it would be possible to specify an approximate minimum distance at which the anti-dazzla device should be brought into play.

-So far as the best system of combating dazzle is concerned, it is impossible to dogmatise. The dip and switch cannot be beaten for killing dazzle, but it is apt to leave the centre of ~ the road with Insufficient Mlumination; the twin-filament bulb has many ad- -vocates-but-when-the-out-of- focus filament is in use there is not much driving light thrown ahead; the flat-top beam is also good in certain respects. but it usually compares unfavourably in actual length of beam with the more customary type of circular beam. It is, therefore, obvious that all these methods of re-. ducing dazzle and still retaining "Enough"driving light are in the nature of compromises. "All, how- ever, are quite reasonably effec- tive, and if the use of one or, per- haps, of a combination of two of them were compulsory there would be little serious cause for com- plaint. When, the Minister crafts his final Regulations he will not have to require expensive altera-- tions to the vast majority of cars now on the roads. If he stipulates that one of the approved devices must be fitted, kept in proper.ad- justment, "and used." he will have done enough.

London, Dec. 26. Never before was the House of Lords so full as it was at seven. o'cloke the other night, when Lord Hailsham rose to reply for the Government at the end of the four-day India debate.

Behind

the Ministers the red benches were filled with Conser vative peers. There was also a big Conservative overflow on to -the-benches-on-opposite side of the Chamber. The cross-benches were fully occupied, and many peers' stood behind the Woolsack.

To the left of the Government Front Bench sat the two Arch- bishops and twelve bishops,

among whom was the bearded Bishop of Exeter, Lord Salisbury's brother.

London, Dec. 28, It is understood that the naw Arts Theatre in Cambridge which has just been registered as private company with a nominal capital of £15.000-is to be on Pess-hill, at the back of King's- parade.

The policy of the new theatre. will be is wide as the tastes of its two Cambridge directors, Mr. May- nard Keynes and Mr. George Rylands.

Possibly highbrow, but certainly not academic-was how it was described.

Ballet is to be given as well as the legitimate drama. Fims of the more advanced Continental type will also be shown..

King's Dons as Directors Mr. Keynes's interest in the theatre and in the ballet, where Mra. Keynes, as Mme. Lopokova, long reigned as a star, is common knowledge.

Mr. Rylands, who is a specialist in the Elizabethan drama, was a prominent members or the ADC., às an undergraduate, and as a King's don has maintained his Interest in the club.

Early this year a project, was, formed for the A.D.C. to co-operate in the present scheme.
