Kaiserslautern, Jan. 9.

The spirit in which the whole German people approaches the his toric event in the Saar plebiscitë on Sunday next an occurence- felt" to be pregnant with significance for the future of all Europe, was depicted on Wednesday night by the regional leader, "Burckel, Hit ler's deputy in the Saar territory in an exhaustive pronouncement to representatives of the German and Foreign Press. Buerckel's message can be epitomised in the opening sentence," after January 13 the way is clear for reconciliation."

Buerckel said that the world is now asking itself the question "Next Sunday who will be victor, who will be loser?" If into these questions one reads the Interna- tional meaning then the result of the Plebiscite no matter how it turns out must inevitably be the starting point of new conflicts, the whole event being thus interpreted as a contest between Germany and France. But a more conscientious consideration into the real Issues Involved reveals that actually the Saar question is no longer one of foreign political conflict but as a liquidating act of all that has gone before. As soon as the Sear ques tion is removed from the sphere of international discussions, it seems a purely German affair be- cause it is capable of being solved by Germans and Germans only,

much discussed possibility of the plebiscite' ending in the prolonga tion of the status quo, declaring that this would be a thoroughly in sincere contingency, serving to conceal the meaning of the whole ballot and the real point at issue. From the German standpoint, the Plebiscite was a question of "for or against the Fatherland" but that is admittedly only one side of the problem. All separatist move- ments in the Rhineland for the last few years have resembled one another as closely as peas in one pod. Had the League of Nations really consented to a second. Ple-
