General Minami has been a mem-

In 1931 he held for a few months the post of minister of war in the cabinet of Baron Reijiro Wakatsukia he was war minister when the Japanese army seized control of imperial policy by launching the campaigns which re sulted in Japan's occupation of Manchuria. His new dual post makes him the taster of Manchuria, subject, of course, to the direction of Emperor Hirohito's government in Tokyo. As head of the Japanese 'forces in Manchuria, a highly-trained, vet eran and magnificently equipped force of about 60,000 men, ha is responsible, according to the terms of the Japan-Manchoukno Proctocal of September 15, 1939, for the de- fense and policing of Marchoukno.
