A novel proposal for the preven- tlon of war and the maintenace of peace was put forward in 'all seriousness by the renowned British chemist, Herbert Levin- stein, the President of the Institute of British Chemistry in a speech made at Bristol when he advocat ed that persons should not become eligible for milltary service in the British Army until attaining the age of 40 at least.

Levinstein based this proposal on the fact that, considering the pro- gress made by science and techno- logy in recent years, men of middle age are now able to handle war

equipment much easier than in 1914. The speaker said that it was dificult to see what State would lose in military strength if the period of service started at 40 because men at that age are just as able to steer their tasks as 20 year-olds. On the other hand the blological loss of men over 48 would not be so serious for the nation as those beginning life. Whereas it would have a very restraining influence on all parlia- ments if men over 40 were to be first called to colours.
