BRITISH STEEL FEDERATION
Electricity Board Chairmanship
From Our Special Correspondent)
London, Nov. 15.
The executive committee of the British Iron and Steel Federation will meet at Westminster to-day to receive and, in all probability, to confirm the nomination of Sir Andrew Duncan as independent chairman.
I understand that in order to undertake his new duties as head of the steel industry, Sir Andrew Duncan is resigning at an early date from his post as Chairman of the Central Electricity Board, but that he will retain a seat on the Board.
Sir Andrew's appointment was foreshadowed exclusively in "The Dally Telegraph" of Nov. 6, and It was suggested then that the salary would be in the neighbour- hood of £8,000. I understand that £10,000 is the salary attached to the post.
The new Chairman of the Cen- tral Electricity Board is likely to be Str Archibald Page, who has been the general manager chief cugineer.to that undertaking

and
When Sir Andrew Duncan takes office as Independent Chairman of the Steel Federation, it will be his duty to preside at all meetings of the committee at which he is present. In his absence the" chair will be taken by the president, who is elected annually.
Mr. James Henderson is the president this year. It's recognis- ed that the Independent Chairman is destined to play an important part in the future development of the reorganisation scheme.
To-day that scheme touches all phases of the industry, and all parts of the Empire. Before the present

"I am here to-day to say some- thing to you about our great mill- tary leader-Lord Haig," said Sheriff MacDonald. know this, that year has closed, it is expected that a new agreement will be in operation between the steel producers and the structural engineers touching standard prices
and supply quotas. This exten- sion. again, will assure the use of more British steel.
The iron and steel industry made an application recently to the Import Duties Advisory Board for the raising of the import duty on foreign steel from the present rate of 33 1-3 per cent, to something nearer 50 per cent.
It is felt strongly within the industry that the present advanced stage of the reorganisation scheme, with its recent developments, and to-day's appointment, more than Justify the Advisory Board in re- enmmending the Government to grant that application. The con- cession would make for increased British production and more em- ployment.

MY speak not only with considered knowledge, but I speak with the. acutest experience. The purpose of the battle of Passchendaele was in order that we might get out of that terrible place, that human death-trap, Ypres. Can you won der then that Haig was determined to capture Passchendaele belghts? Was he not thinking of his men? It was consideration for his men that made him Aght, thinking all the time that the weather would
improve and enable him in time to reach the ridge."
Responsibility Shared Sheriff MacDonald counselled those when thinking of Halg not to think of one man having full responsibility for making decisions with regard to what was happen- -ing. "He had around him men whose counsel he had to take, so therefore please think of him as one whose responsibility was
