The United States Note to Ger-" many, alleging that the Reich Gov- ernment are discriminating against American creditors and holders of German bonds, meets with vigorous objections from the German Press which were summed up in the fol- lowing semi-official statement is- sued on Tuesday: "The Arguments contained in the American note do not go to the root of the pro- blem. It is not a question of re- 4sulating the relations between creditors and debtors in proportion to the exchange of goods between Germany and the various creditor countries, but rather a question of how the sums paid in by German be debtors in Reichmarks can transferred. Since Germany in the present situation is unable to raise the necessary foreign currencies, the only way in making this trans- fer possible is to increase German exports. All attempts by the Ger- man Government to initiate nego- tlations with the United States on this question have so far been un- availing.
