Excellent Labour Conditions

London, Nov. 3. The Duke of Kent, who is an In- spector of the Home Office. Factor- les Department, praised conditions of work in the Woolwich Arsenal when he attended the Arst dinner of the Royal Ordnance Factories at the Holborn Restaurant.
"I have inspected a great num- ber of industrial factories," said the Duke, and when I went to the Royal Ordnance Factories I was at once struck with the ex- cellent conditions of labour, which surely compare favourably with most other factories.
"Clearly the authorities have realised how important it is that the men who produce an efficient article should work and live in healthy conditions."
The Mayor of Woolwich (Ald E. H. Kemp) said there had been rumours of transferring the Arsenal from Woolwich because of Its vulnerability. The feat of Scott and Black had shown that all parts of the British Isles were vulnerable.
Viscount for War, said: "I am not going to attempt to betray the secrets of Budget not yet drafted, but I may, without indiscretion, say that in the next twelve months we may look forward to at least as much work (in the arsenals) as we have got at present."

Reconstruction Plan

. Details have been issued of the long-awaited, revised scheme of reconstruction of Dorman, Long, and Co., the mammoth iron sha steel combine, which operates from | Middlesbrough. They show that:
Over £9,000,000 of the group's capital has been lost. for the nominal amount outstanding is to' be written down from £11,248,148 to £2,007,271.
The extent of the losses to be provided for does not come as a surprise. Indeed, the scheme is less drastic than that proposed last year when a writing-down of £9,497,468 was contemplated. The slightly better terms now suggest- ed have been made possible by the subsequent improvement in trad- Ing conditions, which have enabled the company to put into operation further units of plant which were formerly idle.
Altogether the reorganisation will involve a saving of interest on fixed charges 01 at least $255,000 annually,
The debenture-holders' commit- tee, while not attempting to fore- cast future trading results, points out that the conditions of the iron and steel industry have generally improved, and that Dorman, Long has also benefited from important economies now in operation.
The committee is in- formed that trading profits have for some months past been run- ning at a rate equal to the new fixed charges of the company, de- preciation, bankers' interest, and amortisation, and some dividend upon the 64 pic. first preference shares.
There is a hint in the scheme that the group may in the future consider fusion with other in- terests in the industry. With the reconstruction completed, and trade improving, it seems probable that a renewed approach may be made to the South Durham Steel and Iron Co., proposals for amal gamation with which falled last autumn.
