In proposing the success of the new brigantine, Mr. Drammend congratulated Captain Green, on building the craft "out of his own head." If anyone were to quote examples of what happened in connection with housing in Western countries and apply it to. If bad housing conditions make for bad health and discontent in the West, is it certain that they . will not do the same in the East? It should be remembered that bad housing and consciousness of bad housing are not al- ways the same thing. One may say that Eastern people are con- tent to live in conditions that are much more crowded than would be tolerated in the West, but that by no means proves that bad housing conditions do less harm in the East than in the West.
