Mussolini's Milan speech is meet ing, on the whole, with a favour- able reception from the French press, the Excelsior" characteris- ing it as doubly, dexterous in that it does not expose itself to critic- "ism and at the same time leaves the door wide open för further ne- gotiations with France, Yugo-Sla- via, the Little Entente and even Germany.
