POLAND'S MINORITY

PROPOSAL

Discussion At Geneva Meeting

London, Sept. 21."

At the conclusion of to-day's discussion on the minorities trea- ties in the Political Commission of the League of Nations Assembly, the Polish delegate, M. Racznynski withdrew the resolution calling for an International Conference to deal with the whole question, and to consider a convention for the bringing into force of a generally applicable and uniform system for the international protection of minorities.

The British delegate, Cept An- thony Eden, in opposing the pro- posal for the universalisation of mnority treaties, said that it had yet to be shown that universalisa- tion would yield better results, and that it was paradoxical that Po- land should have accompanied her expression of disappointment with the application of the system to her own country with a demand for its world-wide extension.

AFTER WAR MEASURE

The problem, which was Umited, arose mainly in specified areas in Europe, and resulted from the fact that under the territorial changes following the war, certain nations acquired the responsibility governing groups of foreign 13- tionalities.

or

to

The treatment meted out every section and creed, among its citizens was one of the criteria by which, every Government must ex- pect to be judged. Had any state any more valued possession than its good name for the just and im- partial treatment of every section of its citizens, whatever their race colour or creed?

it was well-known, he continued, that acute racial feeling bad arisen in the past, in connection with Jews in certain countries, and that such minorities were ac cordingly quite rightly covered by the treaties. This applied only to certain areas for, in the majority of the countries of the world, the so-called Jewish problem was, of course, unknown

EUROPEAN PEACE ---

The objects of the minorities treaties were two-fold, to promote European tranquillity, by assuring an equality of treatment to min- orities, and to provide that the alle- ged discrimina,on against minorit les should not be the subject of any dispute between the country

to which minority belonged poll. tically, and the country to which it belonged racially.

There was no general world pro- wide extension of this blem, which would justify a world- arrange- ment. The object of the minorit- les treaties, was to set up a system to deal with the problem as long as it existed, and the "minority treaties contained a clause-by which they could be modified with the consent of the League Council, he concluded.

Poland's abrupt retreat is due to unequivocal rejection of her proposals by representatives of Great Britain, France and Italy ing. who at the beginning of Friday's sitting read a statement rejecting the Polish proposals as impractic- able. Raczynsk: subsequently an- nounced that he felt compelled to withdraw the motion since there was the possibilty of having them accepted by the required unani- mity. He added, however, that Poland is adhering in principle to her standpoint and reserving the right to bring the matter once again before the League forum at the proper moment Transocean Kuo Min.
