I expect to cause no small sensation when I tell my readers that I have this week discovered; in the cellars of a Peak Residence, the complete manuscript of a hitherto unknown play by SHAKESPEARE. For some time leaders of the labour movement in Great Britain have been engaged in an effort to re-define the attitude of Labour towards war and peace.. It will be recalled that in the two con- ferences held last autumn the two wings of the movement came to somewhat diferent conclusions. the political alde at the Labour Party Conference adopting a re- solution committing the party to resist war under all circumstances. The implication was that a general strike would be called by the trade unions in the event of a war. On the other hand, the industrial side refused to adopt resolution putting so much responsibility for stopping war upon the trade unions, and as a result the execu- tives of the two bodles have been busy in consultation regarding the best way to organise opposition in the event of war, or even at the alightest threat of war. Since then these leaders have made public their views in Joint statement Basing the foreign policy of the Labour group on the "collective peace system, and denouncing any form of aggressive war, ther declare that they are quite awake to the fact that the British Government might find themselves under such circumstances that they will have to revert to military force in restraint of an aggressor notion which defled the League of Nations or made war in deflancë of its pledges. They go further and repudiate the use of the gen eral strike as a prevention of war. pointing to the impossibility "of calling a general strike in such countries as Germany, Italy and Austria where there are no Inde- pendent trade unions.
The British labour leaders there- fore propose to resort to an inten- sive peace movement in Britain and abroad, advocating improved machinery for settling disputes, and ultimately ridding the world of all national armed forces and substituting an international police force. They would begin with an international air force under the order of the League. Defining the various measures that should be taken to avoid Aggressive action they declare that, in Labour's conception of citizenship, loyalty to the world community in time of war over- rides any national duty to the Government.
