Geneva, Sept. 15. Soviet Russia has won her seat. or the League Council as the re- sult of a resolution passed Saturday night by a secret session of the present Council, three members of which refrained from voting in order to make impos- sible the necessary

Moscow's narrow vietory on the Council seat question was followed by a similarly close de elsion to invite" Russia to partici- pate in the League tribunal which was signed by thirty-four mem- bers or exactly the necessary two- thirds of League members at a special assembly ON Saturday noon.
