At the same time the French, who have never ceased their demands for security, are more than ever resolved to keep their forces intact, if not to increase them, in the absence of such · assurancês. This is the 12818 conflict that has blocked all efforts arms reduction, limitation. This is the dilemma that has once more deadlocked the Disarmament Conference and forced a suspension of speech- making which only emphasized the fact that the fundamental cleavage remains. It would be foolish not to face this plain fact. moves by the French to revive old alliances and form new ones, as with Russia, reflect the alarm with which they view the situation, and France has never dropped her demand for British and American assistance in case of need. The British agreed to the Locarno pacts which offered assistance to France in the event of German aggression, but they also offered assistance to Germany in case of French aggres- sion. As they were limited in their range these pacts did not satisfy France, the more so as they left Great Britain the sole judge of the conditions under which she might be obliged to act.

San Francisco, Sept. 2. The death occurred here to-day, at the age 75, of Major-Gen. Rich- ard M. Blatchford, USA., retired.

Major-Gen. Blatchford served in France during the Great War and later was in command of Camp Lewis, Washington.
